Present:

Call to Order: Cliff Tanner. Recognition to Rochester HRA for helping to sponsor the speaker. Renee Engelmeyer
introduced speaker. There was a 1.50 hour HRCI pre-approved presentation by Steve Manderscheid, Ed.D. Workshop title:
"OD Skills for HR Professionals: Riding the Waves of Change".
Introductions: All.
Minutes of the February and May meetings: Motion to approve both by Susan Roberts; 2nd by Deb Stachowski.
Motion carried.

Treasurer's Report: No Report.
Committee Reports:
Foundation: - Vicky Koehn: discussion on baskets, all agreed to do it again. Basket tickets are $5.00
each. Vicky Koehn asked for help at the Sate Conference. Deb Stachowski and Patricia Stolee volunteered to help.
Speaker's Bureau: - Bruce Tyler has a word list of speakers. Look at putting the speakers on the
website. Bruce will look into this.
Insurance Report: - Larry Vanden Plas: Our General Liability insurance was renewed. This covers defense
and costs of medical injuries, theft and related claims for the Council. Because of separate governance, it cannot
cover chapters. We have worked with our new agent, the Maguire Agency, to better tune the coverage to Council
activities. We are working on Directors and Officers Insurance--covers our decisions. This could cover the chapters
for such claims. Remember to practice the Risk Management steps handed out. Also remember that Federal and Minnesota
laws provide protection for volunteers.
Membership: - Joyce LeMay; Scorecard for June just came out on July 15. We currently have four chapters at
the SuperStar level (increase in membership of at least 10%). They are:
Northland HRA - 11%
Rochester HRA - 16%
Hiawatha Valley HRA - 10%
North Star SHRM - 22%
Two chapters completed their audits with SHRM and had great results. TCHRA went from being down -4% in membership to
+ 5% and Northland went from -11% to +11% after the audit. Each chapter needs to request an audit by October to
ensure the numbers are accurate and to be eligible for the new membership awards. Contact Kristine Hofmann at SHRM to
request the audit. At the state conference in Oct. we will have a membership booth in the vendor hall on Monday from
12:30-4:00. Each chapter will have an opportunity to have information and representation at the booth. More
information will be sent to membership directors of each chapter. An article on Ten Tips for Membership Marketing in a
Recession was passed out. If anyone wants a copy contact Joyce LeMay at
jlemay@bethel.edu.
Legislation: - Larry Bourgerie Discussion at leadership reception/meet and greet with legislators on
September 2nd during the Republican National Convention in the cities. Please get a hold of Larry by Monday the 1st
choice for attendance and 2nd alternate.
National Leadership: - Cliff Tanner noted that SHRM organizes a meet and greet with Congress.
State Leadership Conference: - Lori Glanz-Gambrino: 35 attendees representing 11 chapter, spent $6,
631.97. Winner of raffle to Grand Casino was won by Bonnie Ratejek. Leadership will be in January 18-19, 2009 at
Radisson in St. Cloud. Encourage new chapter leaders to attend.
HRCI Certification: - Patricia Stolee - Pay if you pass presentation, handed out certification brochures
to all, presented on application and testing dates for the next testing window, and answered HRCI questions.
State Conference: - Sheri Sweere submitted for 12 HRCI credits, of which 7 are strategic credits. Viewed
website and schedule. Tracks include general, recruitment, etc. Laugh and Live social. Monday morning session on
"Leaving the Office Earlier". 75 minutes for keynote speaker, feedback from attendees wanted longer more in-depth
breakout sessions. Already looking for speakers in 2009. TV ads in August 2008. To be eligible for the student rate
must be enrolled as a full-time student. Viewed DVD. Will have chair massages available during the conferences. SHRM
bookstore will be back. Sunday night, chapter president.s hotel rooms will be paid by the State Council. Volunteer
opportunities: introduces speakers, registration, etc. Also encourage chapter members to designate their chapter on
the website when registering.
Cliff Tanner; Director presented the SHRM Update for the Regional. Will be seeing less of the Regional
Director, will be seeing more of Kristine Hoffmann, Regional Administrator and Laurie McIntosh, Regional Manager. SHRM
is now looking at State Councils by size. Small, Med, Large, Mega, Super Mega. Minnesota is a Mega Council. MN SHRM
will have an article in the October SHRM North Central Regional newsletter. WI had a great program sponsored a great
social gathering for their chapters at National Leadership Conference in Chicago held at the Chicago Blues Club. MN
SHRM wants to have a MN State gathering in DC for the National Leadership.

New Business:
Stipend/mileage changes. Proposed to reconsider the $25.00 stipend for meetings. Discussion of conference calls, Cliff
explained about conference calls and that he expects the last meeting of the year in December to be a conference call.
Further discussion on mileage and costs to members to attend meetings. Motion by Sheri Sweere to replace the stipend
and reimburse State Council Directors and officers and one chapter representative from each chapter for mileage at the
current IRS business rate. Motion passed by the State Council. The mileage reimbursement becomes effective 7-16-08,
and applies to all future State Council meetings not at a conference.
